What Was Project Northwoods?
Project Northwoods was a CIA proposal drafted in 1962.
The goal was simple.
The U.S. government wanted to invade Cuba and remove Fidel Castro. The problem was public support. Americans were not on board with another war.
So the CIA came up with a solution.
They proposed staging violent attacks and blaming them on Cuba to manufacture public outrage and justify an invasion.
And here’s the part that still shocks people.
This proposal was signed and approved by:
- The U.S. Department of Defense
- The Joint Chiefs of Staff
- Multiple top military leaders
The only reason it never happened is because President John F. Kennedy refused to authorize it. Phew.
What Did the Plan Actually Propose?
The details are disturbing.
Project Northwoods outlined extreme and deadly operations that would be carried out on U.S. soil and against civilians, then blamed on Cuba to rally the American public behind a war.
These were not vague ideas. They were written, detailed plans.
Some of the proposed operations included:
- Staged or fake hijackings of U.S. civilian airliners
- Sinking boats full of Cuban refugees
- Bombing U.S. cities
- Killing innocent civilians and using it as propaganda

Bombing American Cities
One of the most shocking parts of Project Northwoods was a plan to plant bombs in major U.S. cities.
The document specifically mentions places like:
- Miami
- Other cities in Florida
- Washington, D.C.
These attacks would be blamed on Cuba.
This was a real, written plan that accepted the possibility of killing innocent American civilians in order to unite the country behind an invasion of Cuba.


Sinking Refugee Boats
Another proposal was just as disturbing.
The CIA suggested sinking boats filled with Cuban refugees who were traveling toward Florida. The attacks would then be blamed on the Cuban government.
We are talking about intentionally killing innocent people for political leverage, discussed casually in an official government proposal.


Shooting Down a Plane of “College Students”
This is arguably the most shocking part of the entire document.
The CIA proposed staging an incident where a chartered civilian airliner, supposedly carrying college students, would be shot down.
The incident would be used as justification for war.
